This schematic can easily be found beside the console required to manually ignite the engines. Pick it up and go to the nearest store to unlock the Flamethrower Fuel as a possible item to purchase.
Flamethrower Ammo or Flamethrower Fuel can be bought using the in-game shop for $1,750 for 25 ammo. It can be quite a lot if you only have the base Flamethrower in your arsenal but investing in upgrades can be worth it.
