Expedition 39’s journal can be found in Visages, specifically “Sadness Vale”. From the flag, take the path down to the giant mask. Afterwards, take the furthest slope to your right. Defeat the Nevrons blocking your path. Continue up until you get Expedition 39’s journal.

Collecting Journals is not for naught! Once you collect a good amount, you can exchange them for those tasty Colour of Lumina. And it’s not a small amount either, you can get about 100 Colour of Lumina if you collect enough and exchange them at the Gestral Village. You can find this Gestral by turning left and heading towards the Gestral Bazaar once you pass the village gates.
