Simon’s journal can be acquired after you defeat him in The Abyss. To get here, you must first max out your relationship with Esquie so you can dive. Once you get the ability, go to Renoir’s Drafts and then proceed until you reach The Abyss.
Take note that Simon is the hardest boss in the game and the acquisition of his journal is part of his substantial rewards.

Collecting Journals is not for naught! Once you collect a good amount, you can exchange them for those tasty Colour of Lumina. And it’s not a small amount either, you can get about 100 Colour of Lumina if you collect enough and exchange them at the Gestral Village. You can find this Gestral by turning left and heading towards the Gestral Bazaar once you pass the village gates.
