The maximum level that you can reach in Ghostwire: Tokyo is 50. You can realistically reach this once you get to Chapter 4 of the story campaign.

Skill Points Are Not Enough

Ghostwire Tokyo KK Investigation Notes

Every level rewards you with 10 Skill Points that you can allot to upgrade or unlock skills. Reaching level 50 does not provide you with enough skill points to unlock and fully upgrade all skills. Make sure to look for KK’s Investigation Notes as they give you 20 Skill Points each by just finding them. Note that some KK’s Investigation Notes are for sale and they fetch a pretty high price.

The best way to reach the max level in Ghostwire: Tokyo is to collect souls. Explore the tall buildings and the dark alleyways to look for souls. Another good source are the side quests in the game. Alongside some items and money, they also reward you with souls after you complete them. This may sound tedious but once you collect a large amount, you’ll be surprised by how many times you level up once you phone them in.

Unlock More Areas For More Souls

Ghostwire Tokyo Unlock More Areas

More areas mean more souls that you can get. While the world opens up a bit in Chapter 3, it is still limited and you might be hard pressed to get everything just to level up. Reach Chapter 4 and the game opens up the whole map. It is highly recommended that you maximize your levels first before entering the latter chapters of the game.
