Sebastian Sallow, a Slytherin student that you befriend early on in the game, is the one that will teach you the Crucio curse. For him to do so, you must progress his quest line until your reach the quest “In the Shadow of the Study”. However, for that quest to appear, you must also clear the main quest “High Keep”.
Crucio temporarily immobilizes an enemy with excruciating pain. Aside from that, the afflicted enemy is cursed and will take more damage than normal. This spell passes through shields and is effective in leaving strong or fast opponents vulnerably to sustained damage.
Crucio’s Dark Arts talent allows it to be a far more potent curse than normal. With its talent, an upgraded Crucio not only binds and disables an enemy but it also releases bolts of magic whenever the affected enemy receives damage. These bolts then spread the curse to other enemies and pierce through shields and protections. Combo this with an upgraded Avada Kedavra and you’ll be leaving a lot of bodies on the field.

Apparently, the world of Hogwarts Legacy is not too hard on Unforgivable Curses provided that you are the one using them. Using curses like Crucio has no effect on your play as the game does not have any morality system present. You can even use these spells in front of your professors and friends (just don’t mind their disgust!)
