The Pulse Rifle Ammo Schematic can be found in Chapter 2 of the game. After getting the Hydrazine Tank, you must go through different Zero-G rooms to proceed. The end of this Zero-G sequence requires you to go down an elevator shaft. At the base of the shaft is the a long corridor that contains the Pulse Rifle Ammo Schematic.
Pulse Rifle Ammo or Pulse Rounds can be bought using the in-game shop for $1,250 for 25 ammo. The Pulse Rifle may be one of the weakest guns during the start of the game but with ample upgrades, it can do decent damage in the latter parts of Dead Space Remake. You also get loads of ammo for it during your travels in the Ishimura (provided that you actively carry it, of course).
