The highest possible level that the player can reach is 20. This is the max level and you cannot go beyond it. Unfortunately for those that are story-only players. You can reach this level only if you have done the side quests. It also more probably for story praetorians to reach the maximum level as they have more involvement via locked main quests.
In the acts of Expeditions Rome, the story missions grant the largest amount of experience points needed to level up. If you want to go further, you can use the world map and enter towns to look for possible side quests. Doing them diligently or completing their optional objectives may also grant you additional experience points, allowing you to inch towards the maximum possible level.
Praetorians that participate in pacifying region missions also gain a small amount of experience points after completing the mission. This may be small but if accumulated through the acts of the game, they may be enough to give you that edge to reach the maximum level.
